About the organization
SSSCMS is the only association representing and promoting private schools in The Czech Republic. It is recognized by the Czech Ministry of Education as a non-governmental association and is concerned with the common interests of independent and private education in general. One of the main objectives of SSSCMS is to work for the implementation of up-to-date legislation and administration for private schools in the most effective way and to monitor the changing trends towards the independent schools in the different European countries. SSSCMS also organizes the service training for headmasters and teachers of member schools.

- Schools - individuals? – There are 6 member-organizations, all of them national associations of independent schools.

- How many schools at which level? - Aprox. 250 schools. Primary and lower secondary schools.

Which questions and tasks concerning the organization do you emphasize for the coming years?
The umbrella-organization is of cause dealing with spreading the knowledge of the politics and activities of ECNAIS – and supporting the seven Danish member organizations dealing with international matters (European politic concerning free and independent schools, exchange, globalization etc.)
Current challenges
Which challenges are for the organization the most important currently?
The most difficult and destroying problem is the Government school funding plan. In a period of 4 years from 2011 the government funding decreases from some 75 to 71 percent of the average state school funding.

In what information are you especially interested in?
Everything about changes in the conditions in the European countries concerning the free and independent schools. We need all the information we can get about the changing/the plans of conditions for these schools. This is certainly the chief aim of our membership of ECNAIS – apart from listening to the experiences of our good colleges all over Europe and supporting each other with the developing of the cooperation between the countries and helping each other to solve/deal with the national challenges (problems).

About the organization
The Association of Hungarian Independent Schools was founded in Budapest, on the 25th of April, 1992. For the time being, its board holds 15 presidency members, a three-member ethical and an also three-member supervising committee.
The Association operates openly. Membership can be obtained by any educational institution that is maintained by legal entities, private individuals or non-governmental and non-clerical organizations that agree with its aims. The joining procedure can take place with a written request of admission.
The Association creates opportunity for the schools to express opinions on different processes and decisions concerning them. It also provides a forum for discussing and solving their problems. It advocates the interests of the institutes, forms and communicates views and suggestions on laws-in-progress concerning their activities, and protects the schools from any kind of distinctive efforts.

Organizational policy
Which questions and tasks concerning the organization do you emphasize for the coming years?
In our country the uncertainty and haphazardness of governmental financing (of normative subsidy from the State) is a constant problem. Not only the sum, but the principals too get changed from year to year, leaving the institutes in constant uncertainty of existence and
incapability of planning. This, of course, expands to and takes effect in the teaching-learning progress itself in independent institutions of education, from kindergartens to higher professional training.
Also we have to deal with the dissimilar support from government by non governmental maintainer (church – independent) because of the so called Vatican Agreement 1997, which maintains that the Hungarian government has to support the church if it indents to maintain educational or healthcare institutions recompensing its detriments during the socialist 40 years. For today this subsidy became twice as much as either the municipalities or the independent school maintainers get from the state. The Association of Hungarian Independent Schools had never ever any word against the church as school maintainer. We wanted to keep a reliable and friendly relationship despite all disadvantageous discrimination by the state.
The budget of education is a big sum. But this big sum is a closed and very strict one. From this sum all the education activity must be funded. Ecclesiastical and municipal and independent. If the ecclesiastical grows, no one else will be able to get any funds more.
Additionally: municipalities are allowed to pass the maintenance of their schools or kindergartens to other maintainer (foundation, church) if they think they have not enough sources to maintain the school of the settlement. By this year’s (new leadership, new government) law: if they pass the maintenance to an independent foundation, the municipality has to pay to the government a kind of a fine for 5 further years, but if they contract with one of the churches, they do not have this binding. Therefore – because of the decrease of state subsidy – the municipalities pass the maintenance of their sometimes one and only school to the church by the dozen. The church (see above) gets twice more subsidy from the state, and because of their growth in huge numbers, it is a real danger that they’ll get all the subsidy what the state plans to give for education, and then, we can close our schools, we can put cca 2500 teachers and 10000 students “out to the streets”.

Which challenges are for the organization the most important currently?
The most important task for the near future is to hold the association together despite of the very hostile environment, to communicate to the parents that the sphere is struggling for its and their rights, to communicate that the sphere deals with children in need: deprived, children with special needs, drop outs etc.

The organization´s goal is to protect the interests of independent schools, strengthen their unity, creating a forum for debate and to represent independent preschools and elementary schools to public bodies.

First and foremost represent independent preschools and elementary schools to public bodies and protect their interests. Secondly strengthen their unity by creating a forum for debate, organize seminars and conferences and participate in international cooperation.

Apart from governmental and administrative issues we would like to see the organization become even more supportive to its members and function as a complete information center, bringing life and energy to all its members.

Which challenges are for the organization the most important currently?
Very positive results have been acquired through service contracts between schools and the government /municipalities. Despite challenging cost-cutting initiatives it is important to continue the advancement of independent schools that contribute greatly to the educational system of Iceland.

About the organization
Besturenraad is the Association for Christian Schools in the Netherlands. We unite 540 school boards, representing 2.200 schools and 800.000 pupils and students. We look after the interests of Christian primary and secondary schools, colleges and universities and provide services including lobbying with government authorities, organizing networking activities, providing knowledge exchange and giving advice and support to school boards and management.

Which kind of tasks does your organization mainly do?
Besturenraad is the Association for Christian Schools in the Netherlands. About one third of all primary and secondary schools are a member of the Besturenraad. Also some of the schools for vocational training and institutes for higher education and universities are among the members. We take part in the public and political debate on education from a Christian perspective, we look after the interests of our members and provide services including lobbying with government authorities, organizing networking activities, providing knowledge exchange, involving in academic research and giving advice and support to school boards and management on judicial matters, governance, HRM, finances, quality and Christian identity.

Which questions and tasks concerning the organization do you emphasize for the coming years?
The Besturenraad supports member schools in their mission for good and valuable education in both the general qualitative and legal standards and Christian views on good life. The Besturenraad emphasizes the value of Christian education in the life of children, youngsters and students. Education in Christian schools is strongly related to values of the parents. We are closely cooperating with the organizations of Catholic schools (KBO-KBVO) and of other independent schools (VBS).
Current challenges
Which challenges are for the organization the most important currently?
The position of Christian schools is changing due to individualization and secularization.
Demographic changes threaten the diversity of schools, especially in rural areas. The Besturenraad support schools with an analysis on this matter for their region and offers ideas about possible ways of dealing with these developments.
The position of Christian and other independent schools is an ongoing subject of public and political debate and the amount of autonomy is constantly threatened by regulations that lead to more uniformity. This requires careful study and constant lobbying.

The development of Christian and other independent schools all over Europe is relevant and a reason for common reflection and action. The overall issue of the changing relationship with the respective states is a common concern.

About the organization
The Bond KBO is an association of catholic private school boards in primary education. We have about 240 members which are responsible for about 525.000 pupils in 2200 schools in the Netherlands. The Bond KBO represents his members on the national political level and offers all kind of service to their members. We have a special centre (IKO) connected with the university of Nijmegen responsible for developing new ideas about the identity of catholic schools

What is your mission and vision?
The VBS unites independent schools. These schools offer education from self chosen ideological or pedagogical values. The aim of the VBS is to promote and enable our members to fulfill their vision on education, upbringing and school organization.
Which kind of tasks does your organization mainly do?
The VBS advises it’s members on topics of HRM, finance, law and regulations, housing, school organization etc. and we lobby for our members with the government, the parliament and other parties involved in the process of policy making for education.

- Description of the members of the organization:
- Schools - individuals? – Our members are school boards.
- Which kind of schools? – Schools for primary and secondary schools (including schools for special needs). These are regular schools and schools with a specific pedagogical view (Montessori, Dalton, Steiner, Freinet etc.) and two teacher trainings institutes.
- How many members does your organization have? – About 500 school boards, representing about 650 schools.
- How many schools at which level? - From these school, about 100 are secondary schools.
- How many pupils are attending these schools? - About 152.000 pupils all together.

Which questions and tasks concerning the organization do you emphasize for the coming years?
The emphasize of the VBS is on the maintenance of freedom (organization of education) and variety (small vs big schools, parental school boards vs professional school boards, pedagogical and didactical diversity) of education, which needs to be guarded constantly.
Current challenges
Which challenges are for the organization the most important currently?
At the moment there is a huge governmental cut in spending on special needs education (€ 300 million). This will have a tremendous effect on employment, the quality of education and the wellbeing of children. Furthermore, a law has been proposed which wants to introduce a “final exam” in primary education; because of the pressure this will put upon the freedom of education, the VBS opposes this.

How do associations of independent schools involve their members in the work of ECNAIS? How can members organizations of ECNAIS, together with their own members learn from each other and strengthen the role of ECNAIS in the EU for the benefit of independent schools in perspective of a positive approach towards diversity in education?

About the organization
The National Forum of Non-public Education was established on 8th
February. It is one of the three associations that represent Polish
non-public schools. The main aim of KFON is to benefit for the common
good of Polish education and to represent the interests of non-public
schools, as well. KFON also stimulates the process of redevelopment of
the educational system in Poland. Since 1993 KFON has been cooperating with ECNAIS.

What is your mission and vision?
Fomento’s mission is to help parents of students to give their children a quality education, based on a transcendent vision of human existence and the principle of dignity characteristic of the Christian spirit.
Which kind of tasks does your organization mainly do?
Fomento promotes a personalized education for all students, so that each reaches the maximum possible development of their capacity and skills, form their own criteria and get the maturity and expertise to take their decisions freely, honestly and with respect of responsibility. Training serves the intellectual, technical, cultural, sporting, aesthetic, social and spiritual. Student work is the main means of education, training base of a mature personality.

About the organization
The Independent Schools Council (ISC) is the umbrella body representing 1,260 independent schools educating more than 500,000 children in the UK, Ireland and overseas. ISC schools include the famous name boarding schools, though the majority of ISC schools are day schools which are not widely known beyond their local communities. The great majority of children in UK independent schools are in ISC schools and there is an increasing number in our overseas schools. ISC therefore speaks for the sector as a whole. ISC is strictly independent of all political parties and acts in the interests of all children.
